Terrorist Content Policy
1. Prohibited Content
In accordance with Regulation (EU) 2021/784 on addressing the dissemination of terrorist content online, users are strictly prohibited from uploading, sharing, transmitting, or otherwise making available terrorist content through our services.
Terrorist content includes, but is not limited to, content that:
- Incites or encourages the commission of terrorist offences;
- Glorifies terrorist offences;
- Promotes or supports terrorist organisations;
- Recruits individuals for terrorist groups;
- Provides instructions on how to manufacture or use explosives, firearms, weapons, or hazardous substances for terrorist purposes;
- Provides guidance on methods or techniques for committing terrorist offences referred to in Article 3(1)(a)–(i) of Directive (EU) 2017/541.
2. Our Measures
Efforta OÜ takes appropriate, proportionate, and effective measures to prevent the dissemination of terrorist content.
Our measures include:
- Manual content moderation;
- Review of reported content;
- User reporting mechanisms;
- Cooperation with competent authorities;
- Immediate removal of identified terrorist content.
We comply with removal orders issued by competent authorities within one (1) hour, as required by Regulation (EU) 2021/784.
3. Automated Detection Tools
We may use automated tools to detect potentially illegal or terrorist content, including:
- Keyword detection systems;
- Content analysis algorithms;
- User reporting and flagging systems.
All content flagged by automated tools is reviewed by a human moderator before a final removal decision is made.
4. Context Assessment
Content created and shared for legitimate purposes such as:
- Educational
- Journalistic
- Artistic
- Scientific
- Documentary
will be assessed carefully, taking into account its purpose, context, and intent.
5. User Notification
Where legally permitted, Efforta OÜ will notify the user or content provider when content is removed.
Notification may be withheld where prohibited by competent authorities for public security reasons.
6. Retention of Removed Content
Removed terrorist content and related data will be securely stored for a period of six (6) months.
This information may be retained for longer if required by:
- Competent authorities
- Court orders
- Legal obligations
7. Complaint Procedure
Users and content providers have the right to challenge content removal decisions.
